Napkin Ring or Wine Jar Collar Who Knows It Is Lovely in Silvertone Metal

I am not sure if this is a napkin ring or a wine bottle collar. It is 1 3/8" wide on the outside and the dangle is 1 1/16" in diameter. It is in a lovely silver plated metal with topaz rhinestones on the dangle, and it actually turns on the base. It is not marked in any way or fashion that I can see but it is in excellent condition. As an oddity it is superb.
